Fit To Page when Converting to PDF

I'm using 3.02 of the converter. I've got a very small (3x5") .tif file that I'd like to scale to fit the whole page of the PDF during conversion. Is there a function I can call or property I can set to make this happen? I'm using VS 2005 with CDIntfNet300.dll. Setting DPI and margins doesn't seem to scale the actual image.

Did you try setting the paper size when printing the document to PDF and TIff?
