Activation Error : Printer not activated, error code -20

We are attemping to use the PDF converter from a Citrix server we are getting the following error
Application popup: Activation Error : Printer not activated, error code -20
this appears to be related to security permissions as a user with full admin rights to the server doesn't get the error.
How can we resolve this issue as we can't give users full rights to the server?

Hello,

If you are using the End User version of the PDF Converter, please request a 'Per User Settings' version of the driver.

If you are using the Developer version of the Converter please give more details on how the user is printing so i can help you.
