pdfsplit & pdfconcat problems

Sorry for bugging in, but I do not see a forum for utilities.

I downloaded pdfsplit.exe and pdfconcat.exe.
When double-clicking either one a DOS window shows up for just a split second and closes.

Can anybody tell what is happening (and where) and where I might find instructions on using both utilities.

I am using Windows 2k Pro

First Open a dos window, using Run and cmd
change to the folder and runn the commands which will give you usage instructions.
You may find that using the activeX and dll is far better.
