Error Code: 32 during installing the PDF Converter on Win XP

Some of our users using Windows XP Home are getting the following error in the log file during installation of the PDF Converter:

Windows 2000/XP Install
--------------------------------------
Removing existing PDF printer
----------------------------------------
Removing PDF printer driver
-------------------------------------------
Copying and registering ActiveX file
Error Code: 32
The process cannot access the file
because it is being used by another process.
--------------------------------------------
Installing PDF printer driver
--------------------------------------------
Installing PDF printer
--------------------------------------------
Printer setup succeeded
--------------------------------------------
Launch 'Install -u' to uninstall
---------------------------------------------

Can anyone provide any information?

Please check that no applications are opened while running Install.exe

Thanks, I have reconfirmed no applications are open/running during installation of the PDF Converter.

Is the installer writing any values to the registry under HKLM during the install?

During Installation we do write to Heky-Current-Config and to HKLM
