I found the answer in this forum:

in the registry the

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Environment\Path

Variable was Reg_SZ
I changed it to Reg_Expand_SZ and now everything works.
